Community Energy Strategic Plan

Public Feedback Requested

The Community Energy Strategic Plan (CESP) for McLean County, Bloomington, and Normal, Illinois is a proposed guide to address the energy needs and consumption of the local community. The plan outlines specific goals, strategies, and actions the community and local governments can make to enhance energy efficiency, reduce greenhouse gas emissions, improve air quality, and achieve broader sustainability objectives. The CESP is built off of previous Greenhouse Gas Emissions Inventories completed by the Ecology Action Center that pinpoint where emissions have increased and decreased over the years in areas such as transportation, electricity, and natural gas.  This plan was developed through a 8-month collaborative stakeholder planning process.

The Ecology Action Center is seeking public feedback on this draft CESP through August 14, 2026.  Please review the draft CESP and submit your comments through the online form at https://forms.gle/haiMVZPa4P75oUBS6.

We know that not everyone has the time to read a lengthy technical report. While the Draft Community Energy Strategic Plan (CESP) Report provides the detailed roadmap for our community’s energy future, we want to make it easy for everyone to share their thoughts.
