Community Energy Strategic Plan

The Community Energy Strategic Plan (CESP) Report for McLean County, Bloomington, and Normal, Illinois is a proposed guide to address the energy needs and consumption of the local community. The plan outlines specific goals, strategies, and actions the community and local governments can make to enhance energy efficiency, reduce greenhouse gas emissions, improve air quality, and achieve broader sustainability objectives. The CESP is built off of previous Greenhouse Gas Emissions Inventories completed by the Ecology Action Center that pinpoint where emissions have increased and decreased over the years in areas such as transportation, electricity, and natural gas.  This plan was developed through a 8-month collaborative stakeholder planning process.
